TO AUTHORIZE THE DIRECTOR OF PUBLIC SERVICE TO AWARD AND THE MAYOR TO ENTER INTO CONTRACT WITH CONIE CONSTRUCTION COMPANY FOR THE JENSEN PARK MASTER METER PROJECT; AND TO DECLARE AN EMERGENCY.

WHEREAS, Gahanna is a "master meter" community, which means the water we purchase from Columbus is delivered through a number of master meters surrounding Gahanna; and
WHEREAS, in 2004 Gahanna developed an EPA mandated Optimization Plan, and installation of an additional master meter at Jensen Park became necessary to fulfill one of the Optimization Plan's requirements; and
WHEREAS, bids were opened on February 19, 2008 and the lowest, most responsive and responsible bidder has been recommended by the Director of Public Service; and
WHEREAS, it is imperative to move forward with this project to improve water pressure, flows and water quality, all for the preservation of the public, peace, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Director of Public Service is hereby authorized to award and the Mayor is authorized to enter into contract with CONIE CONSTRUCTION COMPANY, 1340 Windsor Avenue, Columbus, Ohio 43211, for the Jensen Park Master Meter Project; in accordance with City specifications; bid tabs attached as EXHIBIT A.
Section 2. That funding in the amount of THIRTY FOUR THOUSAND DOLLARS ($34,000) was set aside in the 2007 Appropriations to Account No. 652.351.5596, Water Capital Projects/Improvements, to cover there herein costs.
Section 3. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
