WHEREAS, a degraded segment of Sycamore Run with rapidly eroding channel banks was identified and is adversely impacting the riparian corridor; and
 
WHEREAS, ORD-0008-2014 approved a stream restoration project which will provide a solution that improves water quality and aquatic habitat; and
 
WHEREAS, the City has obtained a grant administered through the Ohio Environmental Protection Agency; and
 
WHEREAS, the project will require inspection which will also include verification of the effectiveness and reports to EPA; and
 
WHEREAS, it is imperative to move forward with this ordinance immediately due to the time frame in which work is required by the grant, and all for the preservation of the public peace, property, health, safety and welfare.
 
NOW, THEREFORE BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
 
Section 1. That Mayor is hereby authorized to enter into Contract with EMH&T, 5500 New Albany, Columbus, OH 43054 for inspection services on Sycamore Run Stream Restoration project; proposal attached as EXHIBIT A, and made a part herein.
 
Section 2.  That funding in the amount of TWENTY TWO THOUSAND FIVE HUNDRED FIFTY DOLLARS ($22,550) is supplementally appropriated from the unappropriated, unencumbered balance of the Stormwater Fund, to Account No. 631.350.5596, Stormwater Capital Fund.
 
Section 3. That ORD-0001-2014, passed January 2, 2014, is hereby amended to reflect this supplemental appropriation.
 
Section 5. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
