TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH NEW WORLD SYSTEMS CORPORATION FOR INSTALLATION AND CONVERSION OF THE EXISTING POLICE SOFTWARE PROGRAM (CAPPS) TO YEAR 2000 COMPLIANCE AND FOR TRAINING OF ALL POLICE EMPLOYEES; TO WAIVE THE BIDDING REQUIREMENTS THEREFORE; TO SUPPLEMENTALLY APPROPRIATE $154,300; AND TO DECLARE AN EMERGENCY

WHEREAS, with the year 2000 rapidly approaching, and the fact that the current Police Department software will become unusable on January 1, 2000; and
WHEREAS, this software encompasses the department's ability to dispatch and keep records; and
WHEREAS, the proposed software package is the most versatile, economical and appropriate solution to the problem, and includes installation and conversation and training of all police employees; and
WHEREAS, it is prudent to proceed to obtain this software as soon as possible so that all data can be converted and the system thoroughly tested prior to the year 2000 "d-day", all for the preservation of the public peace, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into contract with NEW WORLD SYSTEMS CORPORATION, 888 West Big Beaver Road, Suite 1000, Troy, MI 48048, for software for the Police Department Year 2000 Compliance, in accordance with letter proposal dated February 6, 1998 (EXHIBIT A, attached to this ordinance and made a part herein).
Section 2. That the amount of One Hundred Fifty Four Thousand Three Hundred Dollars ($154,300) is hereby supplementally appropriated from the unencumbered, unappropriated balance in the General Fund to Account No. 101.211.5512, Police Capital Projects, to cover the herein costs.
Section 3. That the bidding requirements are hereby waived.
Section 4. That Ordinance No. 98001, passed January 2, 1998, is hereby amended to reflect this supplemental appropriation.
