TO AUTHORIZE THE DIRECTOR OF PUBLIC SERVICE TO AWARD AND THE MAYOR TO ENTER INTO CONTRACT WITH JESS HOWARD ELECTRIC COMPANY FOR STREET LIGHT MAINTENANCE; AND TO DECLARE AN EMERGENCY.

WHEREAS, bids were opened on November 15, 2013, pursuant to Council authorization, and the best, most responsive, and responsible bidder has been recommended by the Director of Public Service; and
WHEREAS, it is desirable to proceed with this contract so that it is in effect by January 1, 2014 as the current contract expires on December 31, 2013, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Director of Public Service is authorized to award and the Mayor authorized to enter into contract with JESS HOWARD ELECTRIC COMPANY, 6630 Taylor Road, Blacklick, Ohio 43004, for street light maintenance in accordance with bid and City specifications, said bid tabulation attached hereto as EXHIBIT A.
Section 2. That funding will be set aside in the 2014 Appropriations, and should be included in future appropriations over the term of the contract, to Account No. 101.140.5214, Street Lights, to cover the herein costs.
Section 3. That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect after passage by this Council and on date of signature approval by the Mayor.
