WHEREAS, the current Clerk of Council is retiring at the end of the year; and
 
WHEREAS, pursuant to Section 4.09, Clerk and Other Employees of the City Charter, this Council has the power to appoint a Clerk of Council; and
 
WHEREAS, it is the desire of this Council to have a replacement hired by the end of the 3rd quarter of the year to allow time for training by the current clerk; and
 
WHEREAS, it is the desire of this Council to appoint Kimberly McWilliams, CMC, as Clerk of Council effective October 7, 2013 and assuming the full duties of the office on January 1, 2014 upon retirement of the current clerk; and
 
WHEREAS, for the orderly flow of business in the Council Office and for interaction with the administration it is deemed appropriate to make this appointment in a timely fashion, and all for the preservation of the public peace, property, health, safety and welfare;
 
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
 
Section 1.  That effective October 7, 2013, Kimberly McWilliams, CMC, is appointed to the position of Clerk of Council for the City of Gahanna with full duties of the office being assumed on January 1, 2014 upon the retirement of the current clerk.
 
Section 2.  That compensation for this position is hereby established at a class allocation of 39 and a salary range of $68,881 to $95,668 as specified in the unclassified ordinance.
 
Section 3.  That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
