TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH STILSON CONSULTING GROUP FOR INSPECTION SERVICES FOR THE HIGH STREET REBUILD, IMPROVEMENT NO. 801; AND TO DECLARE AN EMERGENCY.

WHEREAS, bids were opened for the High Street Rebuild on July 19, 2002, pursuant to Council authorization, and Council is proceeding with the awarding of the contract; and
WHEREAS, bids were received less than the engineer's estimate and less than the funds appropriated for the construction portion of the project; and
WHEREAS, inspection services are needed in conjunction with the awarding of the contract; and
WHEREAS, it is imperative to move forward with this project all for the preservation of the public peace, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into contract with STILSON CONSULTING GROUP, 7610 Olentangy River Road, Columbus Ohio 43225, for inspection services for the High Street Rebuild, Improvement No. 801 in accordance with City specifications.
Section 2. That funding in the amount of FORTY THOUSAND DOLLARS ($40,000) was appropriated in the 2002 Appropriations to Account No. 101.145.5541, Capital Projects, Streets, to cover the herein costs.
Section 3. That Council authorizes the use of TWENTY ONE THOUSAND ONE HUNDRED DOLLARS appropriated in the 2002 Appropriations to Account No. 101.145.5541, Capital Projects, Streets, for construction to be used for the balance of the inspection contract.
Section 4. That for the reasons set forth in the preamble hereinabove this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
