TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH URBAN SPACES FOR ASSISTING THE CITY OF GAHANNA COMMUNITY IMPROVEMENT CORPORATION IN THE PREPARATION OF A PUBLIC/PRIVATE PARTNERSHIP PROGRAM FOR REDEVELOPMENT OF GAHANNA DOWNTOWN CREEKSIDE DISTRICT; AND TO DECLARE AN EMERGENCY.

WHEREAS, proposal has been received, and has been recommended by the Administration; and
WHEREAS, funding for this was set aside in the 1999 Appropriations; and
WHEREAS, it is the desire and goal of this Council and Administration to continue the development of the Downtown Creekside Zoning Area to the fullest potential, all for the sound fiscal management of the area and for the preservation of the public peace, health, safety, and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into Agreement with AL GROVES of URBAN SPACES, 501 Soledad, San Antonio, Texas 78205, for specific development criteria for Downtown Creekside, said Agreement in accordance with the Scope of Services, attached to this ordinance as EXHIBIT A.
Section 2. That funding in the amount of Thirty-five thousand Two Hundred Fifty Dollars ($35,250) was set aside to Account No. 101.343.5511, Capital Projects, Development, to cover the herein costs.
Section 3. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and approval by the Mayor.
