and to recognize that the City Council organizational meeting on January 2, 2016 at 7:00 p.m., held per Charter, is also classified as a regular meeting and to waive Section 5.20 of the Council Rules of Procedure to dispense with a meeting on January 4, 2016 at 7:00 p.m.
