AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO THE AMENDED AND RESTATED AGREEMENT WITH THE CENTRAL OHIO HEALTH CARE CONSORTIUM (COHCC) FOR THE JOINT SELF-INSURANCE PROGRAM EFFECTIVE JANUARY 1, 2022.

BODY

WHEREAS, the Central Ohio Health Care Consortium (COHCC) is a group of governmental entities joined in a collaborative effort to manage a group health plan for its employees; and

WHEREAS, in order to continue as a member of COHCC, the City must enter into the Joint Self-Insurance Agreement as part of the three-year trust cycle; and

WHEREAS, the rates set for the 2022 program year have been set for the City, which resulted in a zero percent (0%) increase in rates from 2021; and

WHEREAS, Section 9.833 of the Ohio Revised Code permits any political subdivision that provides health care benefits for its officers or employees to join in any combination with other political subdivisions to establish and maintain a joint self-insurance program to provide health care benefits pursuant to a written agreement; and

 

WHEREAS, Section 9.833 of the Ohio Revised Code also permits the awarding of a contract, without the necessity of competitive bidding, to any person for the purposes of administration of a joint self-insurance program.

 

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:

 

Section 1.  That the Mayor is hereby authorized to enter into the amended and restated Agreement with the Central Ohio Health Care Consortium (COHCC) for joint self-insurance program for three year period effective January 1, 2022, with rates to be set each year and budgeted accordingly, said agreement attached hereto as EXHIBIT A, and made a part herein.

 

Section 2.  That sufficient funding will be set aside in the 2022 Appropriations to cover the herein costs.

 

Section 3.  That this Ordinance shall be in full force and effect after passage by this Council and 30 days after date of signature of approval by the Mayor.
