TITLE
AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A FIVE-YEAR CONTRACT WITH CENTRAL SQUARE TECHNOLOGIES LLC FOR A MULTI-AGENCY LAW ENFORCEMENT COMPUTER-AIDED DISPATCH AND RECORDS MANAGEMENT SYSTEM SOLUTION TO BE ADMINISTERED BY THE DIVISION OF POLICE; AUTHORIZING APPROPRIATION AMENDMENTS TO ARPA FUND (2330) AND CAPITAL IMPROVEMENT FUND (3250); AND DECLARING AN EMERGENCY
BODY
WHEREAS, the Division of Police and the City's Information Technology (IT) staff issued a Request for Proposal (RFP) to replace the Division's 17-year-old Computer Aided Dispatch (CAD)/Records Management System (RMS) solution; and
WHEREAS, as part of the project, the Division of Police engaged four other agencies (Whitehall, Reynoldsburg, Bexley, and Grandview Heights) who are all similarly situated with CAD/RMS solutions; and
WHEREAS, the project consists of a centrally administered software solution for all five agencies, with the City of Gahanna serving as the solution's host; and
WHEREAS, as a result of the RFP, the Division of Police and IT recommend award of contract to Central Square Technologies LLC as the best and lowest cost vendor; and
WHEREAS, to facilitate the purchase and implementation over the next 12-15 months, the Division of Police and IT departments request a reduction in appropriations in the amount of $280,000 to the American Rescue Plan Act (ARPA) Fund (2330) and increase in appropriations in the amount of $540,000 from the unappropriated, unencumbered balance of the Capital Improvement Fund (3250), which represents the total amount for the other four agencies to reimburse the City of Gahanna; and
WHEREAS, the Administration requests passage with an emergency declaration immediately necessary for the preservation of public peace, property, health, safety, and welfare in the City; to wit: the current CAD/RMS solution has reached end-of-life and must be replaced pursuant to the proposed implementation schedule with Central Square Technologies LLC.
