TO AMEND CONTRACT WITH COLUMBUS ASPHALT PAVING, INC.; TO ALLOW FOR SIGNAL UPGRADES; TO WAIVE THE BIDDING PROCEDURES; AND TO DECLARE AN EMERGENCY.

WHEREAS, it has been determined that the waterline project on Olde Ridenour Road, Improvement No. ST#923, and the paving of US62 will require that the traffic control detector loops be replaced at Olde Ridenour Road and US62; and
WHEREAS, work is ongoing under the contract awarded by ORD-0073-2008 and a change order to this contract can be issued to include this additional work; and
WHEREAS, it is imperative to move forward with this project in order to complete the work while related work is ongoing and all for the preservation of the public peace, health, safety and welfare;
NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into amended contract with COLUMBUS ASPHALT PAVING, INC., 1196 Technology Drive, Gahanna, OH 43230, for signal upgrades to the Olde Ridenour Road and US62 intersection; said amendment attached hereto as EXHIBIT A.
Section 2. That this Council hereby waives the formal bidding procedure for this signal upgrade work to the Olde Ridenour and US 62 intersection.
Section 3. That funding in the amount of THIRTY FOUR THOUSAND ONE HUNDRED NINETY FOUR DOLLARS ($34,194) is available on a prior year purchase order to pay a portion of the costs of this upgrade.
Section 4. That funding in the amount of SIX THOUSAND SEVEN HUNDRED TWENTY SIX DOLLARS ($6,726) was appropriated to Account No. 222.331.5596, State Highway Fund, Capital Projects, Improvements to cover the balance of the herein costs.
Section 5. That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
