RESOLUTION OF OBJECTION TO INADEQUATE ELECTRIC SERVICE FROM AMERICAN ELECTRIC POWER COMPANY IN THE CITY OF GAHANNA

WHEREAS, many areas of Gahanna are now and have been experiencing power spikes, brownouts and/or total outages several times a day, almost daily, for an extended period, and;

WHEREAS, the areas of the southeastern quadrant of the city have been most
seriously affected, in particular the neighborhoods of Rathburn Woods, Hunter's Ridge, Farm Creek, Taylor Road, Olde Gahanna and Gramercy Park; and

WHEREAS, the Gahanna City Council Service Committee has asked that all such spikes, outages and brownouts be reported to the Gahanna Council office for recording and passing on to Harold Davis of AEP; and

WHEREAS the City of Gahanna finds the number, frequency, and duration of these outages to be unacceptable;

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:

Section 1. That Gahanna City Council hereby notifies the PUCO of our objection to the quality of service our city is receiving from AEP.

Section 2. That the City of Gahanna requests AEP to expedite planned
improvements to the system as outlined to City Council in Committee of the
Whole on May 22, 2000.

Section 3. That the City of Gahanna requests that AEP revisit their
improvement plans, maintenance schedules and maintenance staffing, and
assure the City that sufficient budget dollars are allocated within the
Company to carry out the needed improvements.

Section 4. That AEP provide technical information to the City, assuring that
the Company's future expansion plans are sufficient to meet the needs of our
rapidly expanding city as required, so as not to slow our planned development.

Section 5. That Gahanna City Council intends to continue to record and then
submit all outages, spikes and brownouts to AEP until we are satisfied that
service to all of Gahanna is acceptable, and al...
