TITLE
A RESOLUTION AUTHORIZING A WAIVER OF STORMWATER MANAGEMENT WATER QUANTITY CONTROLS PURSUANT TO SECTION 1113.02(e) OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA FOR THE ACADEMY PARK IMPROVEMENTS PROJECT (PK-25-08); PARCEL ID 025-004304
BODY

WHEREAS, the City of Gahanna Department of Parks and Recreation has proposed the Academy Park Improvements Project (PK-25-08), which includes a full redesign and replacement of the playground with new equipment and surfacing; relocation and expansion of the shelter to be replaced with a modernized facility; installation of storage and shade structures; addition of trailhead features serving the mountain bike and Big Walnut trails; expansion and improvement of the parking lot; and upgrades to surrounding trails and sidewalks to ensure ADA compliance; and

WHEREAS, as part of the project, new stormwater infrastructure, including the addition of a stormwater treatment facility, is being designed, noting that the park currently has no stormwater systems or on-site treatment facilities; and

WHEREAS, the project design meets the requirements of the State of Ohio's general construction permit; and

WHEREAS, Section 1113.02(e) of the Codified Ordinances of the City of Gahanna establishes additional water quantity control provisions for critical storm events, from which a waiver may be granted upon recommendation of the Planning Commission and approval by City Council; and

WHEREAS, stamped engineering calculations submitted on behalf of the Department of Parks and Recreation demonstrate that the proposed improvements will result in less than a one percent (1%) difference from pre-development runoff rates and will not cause harmful increases in runoff; and

WHEREAS, the Department of Engineering has requested a waiver of the water quantity control provisions of Section 1113.02(e) for the Academy Park Improvements Project; and
