TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT FOR EXCHANGE OF COMMERCIAL REAL ESTATE WITH VALUE RECOVERY GROUP II, LLC; AND TO DECLARE AN EMERGENCY.

WHEREAS, the City and VRG each have property consisting of 0.827+/- acres that they desire to exchange in Central Park; and
 
WHEREAS, negotiations have been underway for some time to construct a clubhouse for the Golf Academy at Central Park; and
 
WHEREAS, the Development Department is recommending that a land swap/real estate exchange take place between the City and VRG to provide a more build ready site for the clubhouse which would be at a reduced cost due to existing concrete pavement on the City's fuel site that is available; and
 
WHEREAS, this land would be made available for the construction of the clubhouse by the approval of this land swap/real estate exchange; and
 
WHEREAS, it is imperative to move forward with this exchange so that the clubhouse and golf course can be operational this year, and all for the preservation of the public peace, property, health, safety and welfare;
 
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:    
 
Section 1.  That the Mayor is hereby authorized to enter into contract for the Exchange of Commercial Real Estate by and between the City of Gahanna and Value Recovery Group II, LLC, 919 Old Henderson Road, Columbus, Ohio 43220; Contract attached as EXHIBIT A, and made a part herein.
 
Section 2.  That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
