TO AUTHORIZE THE MAYOR TO ENTER INTO STEELWORKERS HEALTH AND WELFARE FUND PARTICIPATION AGREEMENT; AS PROVIDED FOR IN ARTICLE XX, INSURANCE OF ORD-0011-2008, WHICH AUTHORIZES THE NEGOTIATED LABOR AGREEMENT WITH THE UNITED STEEL, PAPER & FORESTRY, RUBBER, MANUFACTURING, ENERGY, ALLIED INDUSTRIAL AND SERVICE WORKERS INTERNATIONAL; AND TO DECLARE AN EMERGENCY.

WHEREAS, ORD-0011-2008, passed January 2, 2008, established salary and benefits for the classified employees of the City of Gahanna; and
WHEREAS, under the terms of the existing labor agreement, a cost comparison was done regarding employee group medical insurance; and
WHEREAS, the rates were just provided to the City by the Steelworkers Health and Welfare Fund; and
WHEREAS, it is critical for the orderly flow of business to allow this agreement to be entered into so it will be in effect on January 1, all for the preservation of the public peace, health, safety, and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into "Steelworkers Health and Welfare Fund Participation Agreement" as stated in EXHIBIT A, attached hereto and made a part herein; to be effective January 1, 2009 through December 31, 2009.
Section 2. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect after passage by this Council and upon date of signature approval by the Mayor.
