WHEREAS, the City of Gahanna has been working with the City of Columbus to discuss and implement programs that could benefit communities from a regional partnership standpoint; and  
 
WHEREAS, one area where the City might benefit is with combined purchasing efforts where we are able to purchase goods from a contract that was bid by another municipality/purchasing group; and
 
WHEREAS, in order to be in a position where we can take advantage of these lower prices, we need to amend our code to allow for opportunities; and
 
WHEREAS, the Director of Public Service has recommended that we modify our code to incorporate ORC Section 9.48, Joint Purchasing Programs, by reference; and
 
WHEREAS, it is imperative to pass this legislation as soon as possible so that the City can begin to take advantage of lower prices, and all for the preservation of the public peace, property, health, safety and welfare;
 
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
 
Section 1.  That Code Section 135.05, Bid Opening and Acceptance, of Chapter 135, Department of Public Service and Engineering, is hereby amended as set forth in EXHIBIT A, attached hereto and made a part herein.
 
Section 2.   That existing Section 135.05, Bid Opening and Acceptance, of Chapter 135, Department of Public Service and Engineering, or any ordinances or parts of ordinances in conflict herewith, are hereby appealed.
 
Section 3.  That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
