TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH ORCHARD, HILTZ & MCCLIMENT, INC., (OHM) FOR DETAILED DESIGN AND ENVIRONMENTAL WORK FOR THE SAFE ROUTES TO SCHOOLS PROJECT, PHASE II, TO CONFORM TO THE FEDERAL FORMAT; IMPROVEMENT NO. ST 1002; TO SUPPLEMENTALLY APPROPRIATE FUNDS THEREFORE: AND TO DECLARE AN EMERGENCY.

WHEREAS, the initial consultant contract for Phase 1 of Safe Routes to Schools was done by OHM, and
WHEREAS, the first part of this phase of the project is the design work and OHM has submitted a proposal to complete this work; and
WHEREAS, both the City Engineer and ODOT are recommending we move forward with OHM for this design work; and
WHEREAS, it is imperative to move forward with this ordinance so that the project will not be delayed and that all ODOT time frames are met, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That Council hereby authorizes the Mayor to enter into contract with ORCHARD, HILTZ & MCCLIMENT, INC., (OHM) 600 Creekside Plaza, Gahanna, Ohio 43230, for the Safe Routes to Schools project, Phase II; Improvement No. ST 1002.
Section 2. That THIRTY SIX THOUSAND DOLLARS ($36,000) has been appropriated in the 2013 appropriations to Account No. 325.122.5596, Capital Improvement Fund for a portion of the cost.
Section 3 That THIRTY SEVEN THOUSAND FOUR HUNDRED TWELVE DOLLARS ($37,412) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the Capital Improvement Fund to Account No. 325.122.5596, Capital Improvement Fund, to cover the balance of the herein costs.
Section 4. That ORD-0001-2013, passed January 2, 2013 is hereby amended to reflect this supplemental appropriation.
