WHEREAS, the traffic signal system in Gahanna has become very large and complex, which requires constant monitoring and troubleshooting; and

 

WHEREAS, traffic count and field review services are needed along with traffic modeling, signal coordination and signal timing services; and

 

WHEREAS, due to current staffing levels it is necessary to contract part of this work out and this union with Stilson worked very well last year and the City Engineer has recommended we enter into agreement for this year; and

 

WHEREAS, it is imperative to move forward with this ordinance for the safety of the citizens of Gahanna, all for the preservation of the public peace, health, safety and welfare;

 

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:

 

Section 1.  That the Mayor is hereby authorized to enter into contract with W.E. STILSON CONSULTING, 355 East Campus View Blvd., Suite 250, Columbus, Ohio 43235, for Traffic Engineering Services as part of our traffic signal department operations, as outlined in EXHIBIT A attached hereto.

 

Section 2.  That funding in the amount of ELEVEN THOUSAND DOLLARS ($11,000) was set aside in the 2008 Appropriations to Account No. 101.145.5445, Engineering Expenses, to cover the herein costs.

 

Section 3.  That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
