WHEREAS, sanitary sewer problems in the Gramercy Park area are on the increase, and there are specific problems in the Cliffview Drive area sewers; and

 

WHEREAS, the Director of Public Service has recommended that we enter into contract for smoke and dye testing and closed circuit televising of selected portions of the sanitary sewer system; and

 

WHEREAS, it is imperative to move forward so the work can be completed before the ground freezes, all for the preservation of the public peace, health, safety and welfare;

 

NOW, THEREFORE BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:

 

Section 1.  That the Mayor is authorized to enter into contract with EVANS, MECHWART, HAMBLETON & TILTON, INC., 170 Mill Street, Gahanna, Ohio 43230, for sanitary sewer study and evaluation in the Gramercy Park area, in accordance with City specifications.

 

Section 2.  That funding in the amount of FIFTEEN THOUSAND THREE HUNDRED DOLLARS ($15,300) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the Sewer Fund to account No. 661.360.5445, Engineering Sewer, to cover the herein costs.

 

Section 3.  That ORD-0001-2003, passed January 2, 2003, is hereby amended to reflect this supplemental appropriation.

 

Section 4.  That waiver of second reading has been requested.

 

Section 5.  That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect immediately after passage by this Council and on date of signature approval by the Mayor.
