ORDINANCE AUTHORIZING THE MAYOR AND THE DIRECTOR OF PUBLIC SERVICE AND ENGINEERING TO ENTER INTO AN AGREEMENT WITH HACH COMPANY, FOR THE PURCHASE OF FLOW MONITORS FOR THE WESTERN GAHANNA SSES-PHASE1 PROJECT, APPROPRIATING FUNDS THEREFORE; WAIVING SECOND READING AND DECLARING IT AN EMERGENCY.

WHEREAS, In March and May of 2020, residents in the Royal Manor, Cliffview and College Park neighborhoods were significantly impacted by water/sewage in their basements associated with surcharging sanitary sewers that occurred during heavy rain events; and,

 

 

WHEREAS, We have concluded that it is necessary for us to examine whether there are opportunities to improve service to our residents that would mitigate the impact of similar weather events in the future; and,

 

 

WHEREAS, it is imperative to proceed with this Ordinance for the preservation of the public peace, property, health, safety and welfare.

 

 

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:

 

Section 1.  The Mayor and Director of Public Service and Engineering are authorized to enter into an agreement with Hach Company, PO Box 608, Loveland, Colorado, 80539, for the purchase of flow monitors in the amount of fifty six thousand sixty five dollars and thirty two cents ($56,065.32).

 

Section 2. That to fund the purchase in Section 1, an amount of fifty six thousand sixty five dollars and thirty two cents ($56,065.32) be and is hereby supplementally appropriated to account 662.11.000.5505 - Sewer Capital Projects from the unencumbered Sewer Fund (662).

 

Section 3.  That the second reading is hereby waived.

 

Section 4. That, for the reasons set forth in the preamble hereinabove, this Ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
