TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH NELSON'S SEASONAL DECOR FOR PURCHASE OF LIGHTS FOR HOLIDAY LIGHTS; FOR SETUP, TEARDOWN AND STORAGE; TO SUPPLEMENTALLY APPROPRIATE $12,000 THEREFOR; AND TO DECLARE AN EMERGENCY

WHEREAS, the Blue Ribbon Committee for Holiday Lights has requested, through the Director of Development, a supplemental appropriation to purchase additional lights for the Holiday Lights display this year; and

 

WHEREAS, these additional lights will light the Route 62 median and the trees approaching the bridge, Mill Street, a star configuration over the arch and additional string replacement lights; and

 

WHEREAS, the proposal includes setup and teardown as well as storage of the purchased lights; and

 

WHEREAS, it is desirable and necessary to effect this contract at the earliest date possible in order to have the display completed in a timely fashion, all for the preservation of the public peace, health, safety and welfare;

 

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:

 

Section 1.  That the Mayor is hereby authorized to enter into Contract with NELSON'S SEASONAL DECOR, 4286 Barkers Run Road, Zanesville, OH 45701 for the purchase of lights, setup, teardown and storage as outlined in the proposal attached hereto as Exhibit A.

 

Section 2. That funding in the amount of TWELVE THOUSAND DOLLARS ($12,000) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the General Fund to Account No. 101.343.5511, Capital Projects, Development.

 

Section 3.  That ORD-0001-2002, passed January 2, 2002, is hereby amended to reflect these supplemental appropriations.

 

Section 3.  That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect after passage by this Council and upon the date of signature approval by the Mayor
