TITLE
AN ORDINANCE ADOPTING THE CITY OF GAHANNA 2023-2027 CAPITAL IMPROVEMENT PLAN
BODY
WHEREAS, the City has previously organized capital investment projects through a Capital Needs Assessment (CNA); and
WHEREAS, projects in the CNA were inventoried, prioritized, and potentially funded based on identified capital resources in a given year; and
WHEREAS, with the establishment of a dedicated financial resource to fund capital investments through the passage of Issue 12, the City undertook the development of a long-term Capital Improvement Plan (CIP) to guide future investments in capital projects; and
WHEREAS, the CIP will be used as a planning and management tool to identify, prioritize, align, budget, and construct strategic capital investments in the City’s infrastructure, including roads and bridges, utility systems, trail networks, park improvements such as replacement of play structures, construction of new amenities, and address needs related to aging City facilities, equipment, and information technology; and
WHEREAS, the CIP sets forth a process that informs the Administration, Council, and the public on projects to be undertaken within the next five years.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That this Council hereby adopts the 2023-2027 Capital Improvement Plan attached hereto as EXHIBIT A, and made a part herein, as a guide for capital projects for the next five years.
Section 2. That this Ordinance shall be in full force and effect after passage by this Council and 30 days after signature of approval by the Mayor.
