TO AUTHORIZE THE MAYOR TO EXECUTE AN OHIO EPA SURFACE WATER IMPROVEMENT (SWIF) FUND GRANT AGREEMENT FOR THE GAHANNA WOODS STORMWATER BASIN; AND TO DECLARE AN EMERGENCY.

WHEREAS, the City applied for a SWIF grant and have been awarded $60,000 toward the Gahanna Woods Stormwater Basin project; and
WHEREAS, this project will reduce peak flows in Souder Ditch, which has experienced erosion problems for downstream residents in Farm Creek; and
WHEREAS, to accept the SWIF grant funds awarded by the Ohio EPA it is necessary for the City to authorize the Mayor to enter into agreement with the Ohio EPA; and
WHEREAS, to meet the Ohio EPA timeframe to receive the funds it is imperative to pass this ordinance as soon as possible, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to execute Ohio Environmental Protection Agency Surface Water Improvement Fund Grant Agreement for the Gahanna Woods Stormwater Basin; Improvement No. ST 979; Agreement attached as EXHIBIT A, and made a part herein.
Section 2. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
