TO CREATE CHAPTER 138, DEPARTMENT OF HUMAN RESOURCES, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA; AND TO DECLARE AN EMERGENCY

WHEREAS, Article XIV, Department of Human Services, of the Gahanna City Charter was approved by the voters in November, 2001; and
WHEREAS, it is necessary to create the applicable code section for the day to day operation of the department; and
WHEREAS, it is deemed necessary and appropriate at this time to create the code section for the creation of the department as well as the position of the Director as quickly as possible in order to provide for the comprehensive and streamlined application of human resource functions, all for the preservation of the public peace, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That this Council hereby creates Chapter 138, Department of Human Resources, of the Codified Ordinances of the City of Gahanna.
Section 2. That, for the reasons set forth in the preamble hereinabove, this ordinance is deemed emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
