TO AUTHORIZE THE MAYOR TO ENTER INTO A COOPERATIVE AGREEMENT WITH FRANKLIN COUNTY FOR CONSTRUCTION OF A PORTION OF THE MORSE ROAD AT US 62 PROJECT IN THE JURISDICTION OF THE CITY OF GAHANNA; AND TO DECLARE AN EMERGENCY

WHEREAS, Morse Road at US 62 has utility to the general public of Franklin County as well as to the citizens of the City of Gahanna, is an important roadway on the county and municipal highway system for through traffic, and the public interest demands its rehabilitation; and

 

WHEREAS, Franklin County through the County Engineer, the City of Gahanna through the Mayor, do hereby mutually agree to cooperate in the planning, design and construction of the project; and

 

WHEREAS, it has been determined that the general scope of this project will be the improvement of the intersection based upon a modern roundabout design; and

 

WHEREAS,  it is imperative to move forward with this agreement in order to begin construction this spring, all for the preservation of the public peace, health, safety and welfare;

 

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:

 

Section 1. That the Mayor is hereby authorized to enter into a Cooperative Agreement between Franklin County and the City of Gahanna, said agreement attached hereto as EXHIBIT A.

 

Section 2. That the City of Gahanna declares the improvement necessary.

 

Section 3.  That, for reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
