TO AUTHORIZE THE MAYOR TO ENTER INTO INTERGOVERNMENTAL AGREEMENT WITH THE FRANKLIN COUNTY BOARD OF COMMISSIONERS FOR REIMBURSEMENT FROM THE STATE HOMELAND SECURITY GRANT FOR THE FULL SCALE EMERGENCY MANAGEMENT EXERCISE TO BE CONDUCTED IN GAHANNA IN OCTOBER 2011; AND TO DECLARE AN EMERGENCY.

WHEREAS, as part of the emergency management exercise to be conducted in Gahanna in October, the City must enter into an Intergovernmental Agreement with the Franklin County Board of Commissioners to administer the State Homeland Security Grant funds from the federal government, through the State of Ohio for reimbursement to the City of Gahanna; and
WHEREAS, it is imperative to move forward with this ordinance as the preparation time for this exercise is from 10 to 12 months and the City must acquire the services and equipment necessary pursuant to the award of the grant, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. The the Mayor is hereby authorized to enter into Intergovernmental Agreement with the Franklin County Board of Commissioners for administration of the State Homeland Security grant funds from the Federal government, through the State of Ohio, for reimbursement to the City of Gahanna for the emergency management exercise to be conducted in Gahanna in October 2011; Intergovernmental Agreement attached as EXHIBIT A, and made a part herein.
Section 2. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
