TO AMEND SECTION 929.03, TO INCREASE WATER FRONT FOOTAGE FEES, EFFECTIVE OCTOBER 1, 1998; AND TO DECLARE AN EMERGENCY

WHEREAS, Chapter 929, Water Connections and Rates, Section 929.03{i} requires that the Director of Public Service submit to this Council his review of water tap charges and front footage fees annually; and
WHEREAS, the Director submitted this report to Council on August 5, 1998, and it is his recommendation that front footage fees be increased, effective October 1, 1998; and
WHEREAS, this Council and the Administration concur with this recommendation, and
WHEREAS, it is necessary to effect this change at the earliest possible date for the sound fiscal operation of the water use in the City and for the preservation of the public peace, health, safety, and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That Section 929.03, Water Tap Charges, of the Codified Ordinances of Gahanna, is hereby amended to reflect an increase of front footage fees in Section 929.03.(g) as stated in EXHIBIT A, attached, and made a part herein.
Section 2. That the effective date of this increase shall be October 1, 1998.
Section 3. That existing Section 929.03(g) and any ordinances or parts of ordinances in conflict herewith are hereby repealed.
Section 4. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and approval by the Mayor.
