TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH JAMES R. MUSTARD, SUBCONTRACTOR FOR L. ROBERT KIMBALL & ASSOCIATES, TO PERFORM GRANT RESEARCH AND WRITING SERVICES FOR THE DISPATCHING OPERATIONS; AND TO DECLARE AN EMERGENCY.

WHEREAS, it has been recommended by the Director of Emergency Management that we enter into agreement with James R. Mustard, Subcontractor for L. Robert Kimball & Associates, to perform grant research and writing services for the dispatching operations; and
WHEREAS, these grants are related to homeland security, fire, and police operations; and
WHEREAS, it is in the best interests of the City to move forward as quickly as possible in order to begin to work on available grants, all for the preservation of the public peace, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into Agreement with James R. Mustard, subcontractor for L. Robert Kimball & Associates, for Grant Assistance Services, said agreement attached hereto as EXHIBIT A.
Section 2. That funding for this contract shall be on a contingency basis and shall be paid from grant monies received and appropriated at that time.
Section 3. That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
