TITLE
AN ORDINANCE AMENDING GAHANNA CODIFIED ORDINANCES SECTION 133.02 - PURCHASING PROCEDURES
BODY
WHEREAS, the Department of Finance requests amending Gahanna Codified Ordinances Section 133.02 regarding sealed bids to raise the threshold for competitive bidding from $50,000 to $75,000, with provisions to increase by three percent each calendar year thereafter; and
WHEREAS, this update to code follows the Ohio Revised Code (ORC) Section 9.17 revision made in the most recent state biennium budget; and
WHEREAS, the Department of Finance also requests amending Gahanna Codified Ordinances Section 133.02 to allow existing continuing contracts or existing contracts with a renewal to be renewed or continued without competition; and
WHEREAS, this change would allow contracts such as technology contracts (finance, payroll, or HR systems) to renew in situations where it is not cost beneficial to seek a replacement each year or at each contract cycle and require this evaluation at each contract cycle.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That the Codified Ordinances of the City of Gahanna Section 133.02 - Purchasing Procedures are hereby amended, adopted, and enacted as reflected in EXHIBIT A, attached hereto and made a part herein.
Section 2. That this Ordinance shall be in full force and effect upon passage by this Council and 30 days after date of signature of approval by the Mayor.
