TO AUTHORIZE THE MAYOR TO ENTER INTO LETTER OF AGREEMENT WITH ARGUS GROWTH CONSULTANTS, LTD. TO PROVIDE TAX INCENTIVE MANAGEMENT SERVICES; AND TO SUPPLEMENTALLY APPROPRIATE $20,000.

WHEREAS, the City currently has one retired and seven active TIF Districts which are administered through the TIF fund; and
WHEREAS, there are more than 725 TIF parcels throughout the City and TIF transactions spanning the past 30 plus years; and
WHEREAS, due to the number of transactions and parcels and the City's planned use of additional TIFs in the future, it is essential to have a thorough review of our TIF records to ensure that the City is receiving the maximum amount of revenue from these economic development tools; and
WHEREAS, the Finance Department obtained proposals from different firms with experience in this area and the Director of Finance has recommended we proceed with Argus Growth Consultants;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter Letter of Agreement with ARGUS GROWTH CONSULTANTS, LTD., 100 South Third Street, Columbus, OH 43215, to provide tax incentive management services to the City of Gahanna; said letter of engagement and proposal attached as EXHIBIT A, and made a part herein.
Section 2. That funding in the amount of TWENTY THOUSAND DOLLARS ($20,000) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the TIF Fund to the following accounts to cover the herein costs;

224.702.5249, Eastgate Pizzutti Contract Services 4,000
224.703.5249, Manor Homes Contract Services 4,000
224.705.5249, Creekside Contract Services 4,000
224.704.5249, Olde & West Gahanna Contract Services 4,000.
