TITLE
AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH MICHAEL SCHUSTER ASSOCIATES, INC. FOR ARCHITECTURAL AND ENGINEERING SERVICES RELATED TO THE RENOVATION AND EXPANSION OF 825 TECH CENTER DRIVE; WAIVING SECOND READING, AND DECLARING AN EMERGENCY
BODY

WHEREAS, on September 6, 2022, City Council authorized through ORD-0047-2022 the purchase of 825 Tech Center Drive to co-locate the Police Headquarters, City Hall, and the Senior Center to address longstanding facilities deficiencies and to meet the needs of delivering essential public services to the City's growing population; and

WHEREAS, as part of this project, the City plans to renovate the existing building at 825 Tech Center Drive and build an additional 31,000 square feet of space; and

WHEREAS, on June 24, 2022, the City published a Request for Proposals (RFP) for Architectural and Bid Document Services for the building's renovation and expansion, of which 10 proposals were received; and

WHEREAS, based upon the Administration's evaluations and scoring of each proposal and subsequent interviews with firms, it was determined that Michael Schuster Associates Inc. (MSA Design) would be the City's preferred vendor; and

WHEREAS, MSA's proposal sets forth a budget of $2,055,000, including at 20 percent contingency fee that can only be utilized with written permission from the City; and

WHEREAS, to operate in a fiscally responsible manner and minimize additional costs to taxpayers, the Mayor recommends passage of the legislation as an emergency measure necessary for the preservation of public peace, safety, health, and welfare of the City.

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
