TO AMEND ORD-0150-2002, WHICH PROVIDED RATES OF PAY AND BENEFITS FOR UNCLASSIFIED PERSONNEL OF THE CITY OF GAHANNA FOR THE PERIOD JANUARY 1, 2002, THROUGH DECEMBER 31, 2002, TO PROVIDE FOR THE HIRING OF THE DEPUTY DIRECTOR OF PUBLIC SERVICE AT MORE THAN THE BOTTOM OF THE RANGE; AND TO DECLARE AN EMERGENCY.

WHEREAS, the Mayor wishes to promote Dottie Franey to the position of Deputy Director of Public Service; and
WHEREAS, ORD-0150-2002, passed August 19, 2002, provides for compensation and benefits for the unclassified personnel of the City; and
WHEREAS, to start at the bottom of the range Dottie Franey would need to take a significant pay cut; and
WHEREAS, the Mayor proposed that Dottie Franey be promoted to this position at more than the bottom of the range; and
WHEREAS, this promotion is effective September 3, 2002 to provide for continuity of service, all for the preservation of the public health, safety, and welfare:
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That Article II, Pay Ranges, of ORD-0150-2002, passed August 19, 2002, is hereby amended as shown in EXHIBIT A, effective September 3, 2002 and made a part herein.
Section 2. That existing Article II, Pay Ranges, of ORD-0150-2002 is repealed as of the effective date of this ordinance.
Section 3. That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation, and shall be in full force and effect immediately upon passage by this Council and approval by the Mayor.
