Title

TO ENTER INTO CONTRACT WITH EVANS, MECHWART, HAMBLETON & TILTON FOR THE OLDE GAHANNA/CREEKSIDE TRAFFIC STUDY; AND TO DECLARE AN EMERGENCY.

 

Body

WHEREAS, proposal has been made by Evans, Mechwart, Hambleton & Tilton, Inc. to provide professional engineering services related to traffic forecasting, and operations planning in the Olde Gahanna area, generally focusing on the Mill Street Corridor in particular; and

 

WHEREAS, this proposal for the Olde Gahanna/Creekside Traffic Study has been recommended by the City Engineer; and

 

WHEREAS, it is desirable to move forward with this contract in order to get basic work done and then await specifics on pedestrian traffic and Creekside before completing the study; and

 

WHEREAS, it is desirable and necessary to effect this contract at the earliest possible due to the heavy traffic patterns generated on this important throughway in the City, all for the preservation of the public peace, health, safety, and welfare;

 

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:

 

Section 1.  That the Mayor is hereby authorized to enter into Contract with EVANS, MECHWART, HAMBLETON & TILTON, INC., 170 Mill Street, Gahanna, Ohio, said contract attached to this ordinance as EXHIBIT A, and made a part herein.

 

Section 2.  That ELEVEN THOUSAND TWO HUNDRED DOLLARS ($11,200) is hereby supplementally appropriated from the unappropriated, unencumbered balance in the General Fund to Account No. 101.360.5511, Creekside, Capital Projects to cover the herein costs.

 

Section 3.  That ORD-0001-2003, passed January 2, 2003 is hereby amended to reflect this supplemental appropriation.

 

Section 4.  That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on the date of approval by the Mayor.
