TO AUTHORIZE THE DIRECTOR OF PUBLIC SERVICE TO AWARD AND THE MAYOR TO ENTER INTO CONTRACT WITH ENVIRONMENTAL MANAGEMENT SPECIALISTS FOR DEMOLITION OF THE CITY OF GAHANNA FUEL SITE AT 785 SCIENCE BLVD.; IMPROVEMENT NO. ST 967; TO SUPPLEMENTALLY APPROPRIATE $256,717; AND TO DECLARE AN EMERGENCY.

WHEREAS, bids were opened on May 13, 2011 for the demolition of the City of Gahanna Fuel Site at 785 Science Blvd.; and
WHEREAS, the Director of Public Service is recommending we proceed with the lowest, most responsive and responsible bidder; and
WHEREAS, it is imperative to move forward with the demolition so that it will not interfere with the TechCenter Drive construction, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO :
Section 1. That the Director of Public Service is hereby authorized to award and the Mayor is authorized to enter into Contract with ENVIRONMENTAL MANAGEMENT SPECIALISTS, 4601 Homer Ohio Lane, Groveport, Ohio 43125, for demolition of the City Fuel Site at 785 Science Blvd., Improvement No. ST 967; bid tabs attached as EXHIBIT A and made a part herein.
Section 2. That funding in the amount of TWO HUNDRED FIFTY SIX THOUSAND SEVEN HUNDRED SEVENTEEN DOLLARS ($256,717) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the Tax Increment Equivalence Fund, to Account No. 224.343.5596, TIZ Capital Projects/Improvements, to cover the herein costs.
Section 3. That ORD-0001-2011, passed January 3, 2011, is hereby amended to reflect this supplemental appropriation.
Section 4. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature by the Mayor.
