TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH SOUND COMMUNICATIONS, INC. FOR THE PURCHASE OF 17 IN-CAR CAMERA SYSTEMS AND RELATED EQUIPMENT; AND TO AUTHORIZE THE MAYOR TO RENEW THE ANNUAL MAINTENANCE CONTRACT; AND TO DECLARE AN EMERGENCY.

WHEREAS, the ability to record audio and video data associated with an officer's actions while in a patrol vehicle is critical to the oveall success of the Division's public safety mission; and

 

WHEREAS, the data obtained from in-car camera systems not only documents evidence in support of traffic and criminal cases, it also helps in reducing civil liability; and

 

WHEREAS, the Chief of Police has recommended that we proceed with Sound Communications, Inc.;

 

WHEREAS, it is the policy of the Division not to field front-line patrol vehicles without audio and video recording capability and we have vehicles that are waiting deployment as well as new vehicles in the process of purchase which need fitted as soon as possible, and all for the preservation of the public peace, health, safety and welfare;

 

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:

 

Section 1.  That the Mayor is hereby authorized to enter into contract with SOUND COMMUNICATIONS INC., 3440 Park Street, Grove City, Ohio, 43123, for 17 in-car camera systems and related equipment, purchase and maintenance, with the option to renew the maintenance agreement annually; contract attached as EXHIBIT A, and made a part herein.

 

Section 2.  That funding in the amount of ONE HUNDRED FIVE THOUSAND DOLLARS ($105,000) was set aside to Account No. 101.211.5512, Police, Major Capital, to cover the herein costs.

 

Section 3.  That, for the reason set forth in the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
