TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH THE CENTRAL OHIO HEALTH CARE CONSORTIUM FOR JOINT SELF-INSURANCE PROGRAM FOR THE PERIOD FROM JANUARY 1, 2013 THROUGH DECEMBER 31, 2015; AND TO DECLARE AN EMERGENCY.

WHEREAS, Section 9.833 of the Ohio Revised Code permits any political subdivision that provides health care benefits for its officers or employees to join in any combination with other political subdivisions to establish and maintain a joint self-insurance program to provide health care benefits pursuant to a written agreement; and
WHEREAS, Section 9.833 of the Ohio Revised Code also permits the awarding of a contract, without the necessity of competitive bidding, to any person for the purposes of administration of a joint self-insurance program; and
WHEREAS, it is critical for the orderly flow of business to approve this ordinance as soon as possible so that it will be in effect by January 1, 2013, all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into Agreement with the Central Ohio Health Care Consortium for joint self-insurance program for the three year period from January 1, 2013 through December 31, 2015, with rates to be set each year and budgeted accordingly; Amended and Restated Agreement attached as EXHIBIT A, and made a part herein.
Section 2. That, for the reasons set forth in the preamble herein above, this ordinance shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
