AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO CONTRACT WITH EMH&T FOR THE ADMINISTRATION OF THE 2021-2022 SIDEWALK MAINTENANCE PROGRAM; AND TO DECLARE AN EMERGENCY.

WHEREAS, following the adoption of codified ordinances supporting Gahanna’s Sidewalk Maintenance Program, the Department of Public Service & Engineering is seeking authorization to contract with EMH&T for the development of supporting documents and administration of the 2021 through 2022 Sidewalk Maintenance programs; and

WHEREAS, EMH&T will prepare standard inspection and public outreach documents for use in this and future years; and

WHEREAS, there will be a multi-year contract with an option to renew annually for three years, and will allow the City to provide residents with adequate time to opt-in or opt-out of the program in 2021, and complete necessary repairs prior to bidding the sidewalk program.

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:

Section 1. That the Mayor is hereby authorized to enter into contract with EMH&T, 5500 New Albany Road, Columbus, Ohio 43054, to administer the 2021-2022 Sidewalk Maintenance Program; said proposal is attached as EXHIBIT A, and made a part herein.

Section 2. That funding in the amount of seventy-three thousand two hundred forty dollars ($73,240.00) is available in Account No. 325.06.550.5505, from 2021 appropriations to cover the herein costs.

Section 3. The Administration shall provide to Council, the approximate cost for the 2022 contract as soon as practicable, after receipt thereof.

Section 4. That for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
