WHEREAS, it is the mission of the Department of Public Service and their Fleet Management team to procure and maintain effective, safe, reliable equipment for user groups at the lowest cost possible; and
 
WHEREAS, past practice of automatically replacing equipment in predetermined time frames has made it difficult to hone in on critical needs when trying to determine the right equipment to replace; and
 
WHEREAS, reduced revenues provided minimal purchases over the last 4 years; and
 
WHEREAS, a philosophical change to fleet management results in a commitment to an annual equipment appropriation, the creation of two accounts to fund all purchases/leases, unspent funds remain in the equipment program, and obsolete equipment proceeds will return to the equipment program accounts; and
 
WHEREAS, it is the desire of the administration to move forward with appropriating funds to these two new equipment accounts;
 
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF HE CITY OF GAHANNA, STATE OF OHIO:
 
Section 1.  That funding in the amount of FIVE HUNDRED FIFTEEN THOUSAND DOLLARS ($515,000) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the General Fund to Account No. 101.211.5515, Police Vehicle Replacement Program.
 
Section 2.  That funding in the amount of FOUR HUNDRED THIRTY SIX THOUSAND THREE HUNDRED DOLLARS ($436,300) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the General Fund to Account No. 101.512.5515, General Fund Vehicle Equipment Program.
 
Section 3.  That ORD-0001-2012, passed January 2, 2012, is hereby amended to reflect this supplemental appropriation.
 
Section 4.  That this ordinance shall be in full force and effect after passage by this Council and on date of signature approval by the Mayor.
