TO CREATE THE FULL-TIME UNCLASSIFIED POSITION OF ECONOMIC DEVELOPMENT MANAGER; TO ESTABLISH DUTIES AND RESPONSIBILITIES; TO AMEND ORD-0294-2007, SALARIES AND BENEFITS FOR UNCLASSIFIED PERSONNEL TO ALLOW FOR THE CHANGE IN PAY GRADE FOR THE DEPUTY DIRECTOR OF DEVELOPMENT AND CHANGE IN TITLE AND PAY GRADE FOR A COMMUNITY DEVELOPMENT MANAGER; AND TO DECLARE AN EMERGENCY.

WHEREAS, due to a vacancy in the position of the Deputy Director of Development, the City has been re-evaluating the department functions and expenditures; and
WHEREAS, the Administration is recommending a raise in pay grade for the Deputy Director of Development, a change in title and responsibilites and a raise in pay grade for the Environmental and Community Planner with the new title being Community Development Manager; and
WHEREAS, the Administration is also recommending the creation of the position of Economic Development Manager at the same pay grade as the Community Development Manger; and
WHEREAS, this reorganization is essential to achieve the long term economic strategies required to compete more successfully in today's global marketplace; and
WHEREAS, it has been deemed necessary and appropriate at this time to move forward with this reorganization in order to fill the vacancy in the position of the Deputy Director of Development as quickly as possible, and all for the preservation of the public peace, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That this Council hereby establishes the full-time unclassified position of Economic Development Manager, said duties for this position are as outlined in the job description attached hereto as EXHIBIT A.
Section 2. That compensation for this position is hereby established at the class allocation of 37 and a salary range of $55,812 to $77,517.
