Title

TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT FOR THE CITY'S CONTINUED MEMBERSHIP IN THE CENTRAL OHIO HEALTH CARE CONSORTIUM FOR THE PERIOD FROM JANUARY 1, 2001 THRU DECEMBER 31, 2003; AND TO DECLARE AN EMERGENCY.

WHEREAS, Section 9.833 of the Ohio Revised Code permits any political subdivision that provides health care benefits for its officers or employees to join in any combination with other political subdivisions to establish and maintain a joint self-insurance program to provide health care benefits pursuant to a written agreement; and

 

WHEREAS, Section 9.833 of the Ohio Revised Code also permits the awarding of a contract, without the necessity of competitive bidding, to any person for the purposes of administration of a joint self-insurance program; and

 

WHEREAS, pursuant to Section 3.06(a) of the Central Ohio Health Care Consortium Joint Self-Insurance Agreement, on or before September 1, the City must indicate in writing to the Consortium whether or not it intends to continue its participation in the Consortium; and

 

WHEREAS, due to the time of response required, it is necessary to proceed with authorization for continued participation in the Central Ohio Health Care Consortium, to maintain employee morale with this benefit program, and for the preservation of the public peace, health, safety, and welfare;

 

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:

 

Section 1.  That the Mayor is hereby authorized to enter into contract with the Central Ohio Health Care Consortium for the three year period from January 1, 2001 thru December 31, 2003, with rates to be set each year and budgeted accordingly.

 

Section 2.  That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
