TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH THE CITY OF COLUMBUS FOR WATER QUALITY LAB TESTING; AND TO DECLARE AN EMERGENCY.

WHEREAS, we have contracts with an outside company to perform our Ohio EPA required quarterly water quality tests; and
WHEREAS, the City of Columbus recently began offering this service to its satellite communities and we would like to switch laboratory services to perform the tests for total trihalomethanes (TTHM) and Haloacetic Acids (HAA5) to the City of Columbus; and
WHEREAS, by switching companies to do the testing there will be a cost savings for these analytical services; and
WHEREAS, it is imperative to move forward with this contract as soon as possible so that the next quarterly testing will be done by the City of Columbus at a cost savings, and all for the preservation of the public peace, property, health, safety and welfare.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is authorized to enter into Contract with THE CITY OF COLUMBUS, Water Quality Assurance Lab, 910 Dublin Road, Columbus, OH 43215, for sample collection and analytical services for the balance of the calendar year 2013, said contract attached hereto as EXHIBIT A and made a part herein.
Section 2. That funding for this testing has been set aside in the 2013 appropriations to Account No. 651.350.5470, Water, Regulatory Requirements.
Section 3. That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
