TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH SLAVIN MANAGEMENT CONSULTANTS FOR A TOTAL COMPENSATION STUDY FOR THE CITY OF GAHANNA, OHIO; TO SUPPLEMENTALLY APPROPRIATE $15,000; AND TO DECLARE AN EMERGENCY.

WHEREAS, it is the desire of the Administration to conduct a complete staff audit consisting of a classification and compensation study, staffing analysis and performance appraisal system; and
WHEREAS, proposal has been received from Slavin Management Consultants who performed the staff audit in 2005 and have history and prior knowledge of our organization and structure, and their timeline is the shortest; and
WHEREAS, the Director of Human Resources along with the Administration has recommended we proceed with Slavin Management Consultants for the Total Compensation Study; and
WHEREAS, it is necessary to move forward with this project in a timely manner in order to have this information available for the 2013 Appropriations, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into contract with SLAVIN MANAGEMENT CONSULTANTS, 3040 Holcomb Bridge Road, Suite B1, Norcross GA 30071-1357, for a complete staff audit, said services in accordance with contract attached hereto as EXHIBIT A, and made a part herein.
Section 2. That funding in the amount of FIFTEEN THOUSAND DOLLARS ($15,000) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the General Fund to Account No. 101.125.5249, Human Resources, Contract Services, to cover the herein costs.
Section 3. That ORD-0001-2012, passed January 2, 2012, is hereby amended to reflect this supplemental appropriation.
