TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH i2 INC., FOR PURCHASE OF i2 ANALYSIS SOFTWARE AND TWO YEARS ADDITIONAL LICENSING AND SUPPORT FOR THE POLICE DEPARTMENT; OFF THE FEDERAL GOVERNMENT SERVICES CONTRACT #GS-35F-0241J; TO SUPPLEMENTALLY APPROPRIATE $40,000; AND TO DECLARE AN EMERGENCY.

WHEREAS, the Police Department wishes to purchase software that will provide necessary tools to perform in depth data mining, and crime and link analysis by utilizing and consolidating all records management sources currently in use; and
WHEREAS, the i2 product is in wide use by law enforcement agencies throughout the United States and Ohio for the purpose of crime and link analysis which can be a valuable tool for the Police Department; and
WHEREAS, proposal has been received from i2 Inc., for said software and the Police Chief has recommended we proceed with them for these services; and
WHEREAS, it is imperative to move forward with this purchase as it will greatly enhance the ability of the Police Department to identify and ultimately prosecute offenders, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into contract with i2 INC., 1430 Spring Hill Road, Suite 600, McLean, Virginia 22102, for the purchase of i2 Analysis Software and two years of additional licensing and support; off the Federal Government Services Contract #GS-35F-0241J; proposal attached as EXHIBIT A, and made a part herein.
Section 2. That funding in the amount of FORTY THOUSAND DOLLARS ($40,000) is hereby supplementally appropriated from the unappropriated, unencumbered balance of the Federal Law Enforcement Trust Fund to Account No. 235.211.5411, FLETF Expense, to cover the herein costs.
