TO AUTHORIZE THE DIRECTOR OF PUBLIC SERVICE TO AWARD AND THE MAYOR TO ENTER INTO CONTRACT WITH SHAMROCK GRAPHICS, INC., FOR INCOME TAX FORMS; TO WAIVE SECOND READING THEREFOR; AND TO DECLARE AN EMERGENCY.

WHEREAS, bids were opened November 5, 1999, and the lowest, most responsive, and responsible, bidder has been recommended by the Director of Public Service; and

 

WHEREAS, it is desirable and necessary to do effect this contract at the earliest possible date in order to have forms available by January 1, 2000, for sound fiscal responsibility for income tax collections, all for the preservation of the public peace, health, safety, and welfare;

 

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:

 

Section 1.  That the Director of Public Service is hereby authorized to award and the Mayor is hereby authorized to enter into Contract with SHAMROCK GRAPHICS, INC., 150 EAST WILSON BRIDGE ROAD, WORTHINGTON, OHIO 43085, for Income Tax forms for the Tax Division of the City of Gahanna, in accordance with bid and City specifications.

 

Section 2.  That funding in the amount of Fourteen Thousand Seven Hundred and Fifty Dollars ($14,750) has been set aside to Account No. 101.132. 5301, Tax Office Expense, to cover the herein costs.

 

Section 3.  That in order to meet the January 1, 2000, deadline for these forms, this Council hereby waives second reading of this legislation.

 

Section 4.  That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect after passage by this Council and upon the date of signature approval by the Mayor.
