WHEREAS, the City Attorney has reviewed procedures and practices in the office of the City Attorney and found that reliance on outside special counsel could be reduced and in certain cases eliminated if those duties were handled within the department; and
 
WHEREAS, in order to accomplish this the City Attorney has recommended that the City create the position of part-time Paralegal; and
 
WHEREAS, it has been deemed necessary and appropriate at this time to authorize the creation of the new part-time position for this division with certain criteria of qualifications and job responsibilities; and
 
WHEREAS it is the desire of the City Attorney to hire in this position as soon as possible, all for the preservation of the public peace, property, health, safety and welfare;
 
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
 
Section 1.  That this Council hereby establishes the part-time position of Paralegal in the City Attorney Office.
 
Section 2.  That the duties for this position are as outlined in the Job Description attached hereto as EXHIBIT A.
 
Section 3.  That compensation for this position is hereby established at $19.98 an hour to $32.34 an hour.
 
Section 4.  That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect after passage by this Council and on date of signature approval by the Mayor.
