TO AUTHORIZE THE MAYOR TO ENTER INTO SERVICES AGREEMENT WITH OFFICIAL PAYMENTS FOR ONLINE BILL PAY AND ELECTRONIC BILL PRESENTATION FOR UTILITY BILLING; AND TO DECLARE AN EMERGENCY.

WHEREAS, the City wishes to offer online bill payment and electronic bill presentation for utility bills; and
WHEREAS, to facilitate online payments it is necessary to partner with a pay provider that interfaces with the customers and takes the payment online, and Gahanna wishes to proceed to set this up; and
WHEREAS, it is imperative to move forward with this ordinance so that online bill pay will be in place by January 1, 2014, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into Services Agreement with OFFICIAL PAYMENTS, 3550 Engineering Drive, Suite 400, Norcross, Georgia 30092; Agreement attached as EXHIBIT A, and made a part herein.
Section 2. That funding will be set aside in the 2014 Appropriations to Account No. 651.350.5241, Water Bank Charges, and Account No. 661.360.5241, Sewer Bank Charges, to cover the herein cost.
Section 3. That, for the reasons set forth in the preamble hereinabove, this ordinance is hereby declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
