TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH WATCON CONSULTING ENGINEERS & SURVEYORS FOR PROFESSIONAL ENGINEERING AND SURVEYING SERVICES FOR THE BIG WALNUT TRAIL, SECTION 3; TO SUPPLEMENTALLY APPROPRIATE $38,000; AND TO DECLARE AN EMERGENCY.

WHEREAS, the City has completed sections 1, 2, 6 and 7 of the nine segment master plan for the Big Walnut Trail and wishes to develop the next section, Section 3; and
WHEREAS, the Director of Parks & Recreation has recommended we proceed with Watcon for engineering and surveying services for Section 3 of the Big Walnut Trail; and
WHEREAS, because of possible grants and time constraints it is imperative to proceed with this work as soon as possible, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into contract with WATCON CONSULTING ENGINEERS & SURVEYORS, 83 Shull Avenue, Gahanna, Ohio 43230, for engineering and surveying services for the Big Walnut Trail, Section 3; proposal attached as EXHIBIT A, and made a part herein.
Section 2. The funding in the amount of THIRTY EIGHT THOUSAND DOLLARS ($38,000) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the General Fund to Account No. 101.431.5596, Parks Capital Projects/Improvements, to cover the herein costs.
Section 3. That ORD-0001-2012, passed January 2, 2012, is hereby amended to reflect this supplemental appropriation.
Section 4. That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
