ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO NEGOTIATED LABOR AGREEMENT TITLED "AGREEMENT BETWEEN CITY OF GAHANNA AND UNITED STEEL, PAPER & FORESTRY, RUBBER, MANUFACTURING, ENERGY, ALLIED INDUSTRIAL AND SERVICE WORKERS INTERNATIONAL", TO BE EFFECTIVE JANUARY 2, 2020 THROUGH January 1, 2023; TO WAIVE SECOND READING, AND TO DECLARE AN EMERGENCY.

WHEREAS, Legal Counsel for the City, City Administrative Designees, and the United Steel, Paper & Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers International, have negotiated the pay and benefit package for the classified employees of the City of Gahanna, and have made recommendation to this Council; and,
WHEREAS, it is deemed appropriate by this Council for employee morale and continuity of City business to proceed with new legislation for salary and benefit provisions to be effective January 2, 2020; and,
WHEREAS, it is critical for the orderly flow of business to allow this agreement to be entered into as soon as possible, and all for the preservation of the public peace, property, health, safety, and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into negotiated Labor Agreement, "AGREEMENT BETWEEN CITY OF GAHANNA AND UNITED STEEL, PAPER & FORESTRY, RUBBER, MANUFACTURING, ENERGY, ALLIED INDUSTRIAL AND SERVICE WORKERS INTERNATIONAL, to be effective January 2, 2020 through January 1, 2023"; said Agreement attached hereto as EXHIBIT A and made a part herein.
Section 2. That the current Agreement expired on January 1, 2019 and the pay and benefits of this Agreement shall be retro effective to January 2, 2020.
Section 3. That the second reading is hereby waived.
Section 4. That, for the reasons set forth in the preamble hereinabove, this Ordinance is declared emergency legislation and shall be in full force and effect after passage by this Cou...
