WHEREAS, the City has a continuing program with the Franklin County Board of Health for mosquito management services in the City of Gahanna; and
 
WHEREAS, the Director of Public Service has recommended we proceed to enter into contract with the Franklin County General Health District for mosquito management services; and
 
WHEREAS, it is imperative to move forward with this contract so that it will be in effect by March 1, 2011, and so that proper treatment can begin before mosquito season, and all for the preservation of the public peace, property, health, safety and welfare;  
 
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
 
Section 1.  That the Mayor is hereby authorized to enter into contract with Franklin County General Health District and Vector Disease Control International, LLC for Integrated Mosquito Management services for a three year period beginning March 1, 2011 and ending February 28, 2014; Contract attached as EXHIBIT A, and made a part herein.
 
Section 2.  That funding in the amount of NINETEEN THOUSAND TWO HUNDRED SIXTY SIX DOLLARS ($19,266) is available in Account No. 101.217.5249, Public Health, Contract Services, to cover the costs for this year; and that sufficient funds will be appropriated in future years to meet the cost of this agreement.
 
Section 4.  That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
