TITLE
AN ORDINANCE TO AMEND GAHANNA CODIFIED ORDINANCES CHAPTER 151 - PARKS AND RECREATION DEPARTMENT, SECTION 151.03 - ADMINISTRATION AND CHAPTER 153 - PARKS AND RECREATION BOARD, SECTION 153.01 - CREATION
BODY
WHEREAS, pursuant to Gahanna Codified Ordinances Sections 151.03 and 153.01, there are currently seven appointed Parks and Recreation Board members comprised of the following: three appointed by the Mayor and three appointed by the City Council for three-year terms, and one member who is an employee of the Gahanna-Jefferson School District appointed by the Gahanna-Jefferson School Board to a one-year term; and
WHEREAS, this presents a deviation from other City of Gahanna board and commission ordinances regarding appointing authority and terms of members; and
WHEREAS, it is desirable to retain perspectives of a Gahanna Jefferson Public Schools (GJPS) employee as a member of the Parks and Recreation Board, create greater uniformity and parity among board members, and align ordinances with best practices; to wit: the proposed amendments 1) retain a resident employee of the GJPS District as a member of the Parks and Recreation Board, 2) standardize the term to three years (consistent with other board members), 3) preserve the member's voting status, and 4) changes the appointing authority to City Council, who shall appoint the employee recommended by the GJPS Board of Education absent good cause.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That Parks and Recreation Department Code Section 151.03 - Administration - is hereby amended as set forth in EXHIBIT A, attached hereto and made a part herein.
Section 2. That Parks and Recreation Board Code Section 153.01 - Creation - is hereby amended as set forth in EXHIBIT B, attached hereto and made a part herein.
